The difference between minimal success and minimal failure are well... minimal. For minimal success it says, "You barely failed. The GM may set down a disadvantage such as 'You succeeded in getting answers from the suspect, but they are now suspicious'." For minimal failure it says, "You almost succeeded. The GM may make you succeed at a cost such as 'You manage to climb up the cliff, but only if you lose your backpack'." See what I mean?
