Supers games are delicately balanced with DC limits and Defense limits. Heroic games are both more and less complicated. This article explains the common campaign tropes we use at the heroic level. Specific campaigns may vary from these rules in one or more particulars.
PD, ED, Mental Defense and Power Defense
Normal PD and ED is limited by the Normal Characteristics Maxima rule. Characters can have up to 8 in each at the normal price, but can pay twice as much for each point over 8.
The same rule is in place for Mental Defense and Power Defense. Characters can purchase up to 8 points in each to reflect natural ability.
Please remember that any ability score above the characteristics maxima requires story justification. Having 2 - 5 points of mental or power defense is like having 10 - 15 STR. Having 8 points of mental or power defense is equivalent to having 20 points of STR.
Any mental defense should be justified by mental shields (latent psionics?) or mental resistance training.
Power defense can be justified by innate ability (latent psionics or arcane talent), a blessing from a superantural being or even inherited magical resistance.
Ability Scores as Spells and Powers
In the heroic level games, characteristics may not be purchased as spells or psionic powers. [They cannot be purchased at the -4 standard limitation.] Use the AID power to increase characteristics temporarily.
If a character has permanent supernatural augmentation or enhancement, they can purchase characteristics (just not with the limitation), but must abide by all the rules regarding Normal Characteristics Maxima.
Spells, Powers, Talents and Equipment
No character can have more than 12 rPD and 12 rED from equipment, spells, powers or talents (Combat Luck). No character can have more than 6 points of Mental Power Defense from equipement, spells or powers.
Please bear in mind that plate armor provides 8 rPD/8 rED. Any spell, power or talent that provides more than this amount is legendary.
