Spells in Rhiada typically cost 1/5 normal their normal points. Power frameworks are not allowed. If using HERO Builder, you can add a custom limitation worth -4 to the power.
Spells should be built with a minimum limitation of -1, chosen from Focus, Charges, Concentration, RSR, Gestures, Incantations, Increased Time, Increased END cost, Side Effects and Unified Power.
All spells must cost END. No spell can be purchased with zero END cost and powers that do not normally cost END must have the Costs Endurance limitation (at a minimum, they must cost END to activate). This rule does not apply to innate or racial abilities, just to spells.
Attack spells are limited to 8 DC (i.e. 40 active points). However, the following advantages can be applied to a spell to take it above 40 active points, so long as the base power is 8 DC or less: Affects Desolid, Area Effect, Indirect and Cumulative. Please see the GM for permission to violate this limit. We all know that attacks more than 2 dice lower than the campaign standard can be relatively ineffective.
Non-attack spells can be higher than 40 active points. However, any spell - attack or utility - that has an active point cost higher than 40 must have additional limitations as follows:
41-50 Active Points: additional -1 51-60 Active Points: additional -2 61-70 Active Points: additional -3 etc...
Spells that have charges do not necessarily have to cost END. If the Charges limitation is not at least -1/2, the spell must also cost END.
