The basic standards and assumptions of the game are slightly different in the World of Rhiada. The vast majority of NPCs in the world are below fifth level. Most of them are third level or below. However, NPCs of 1st - 3rd level are very common. Level | Description | Special | 1 | Competent | NPCs at this level are competent in their fields. | 2 | Experienced | NPCs at this level have progressed beyond basic competence. | 3-4 | Superior | NPCs at this level are considered to be among the best in their field. | 5-6 | Elite | NPCs at this level stand out. Other NPCs know them as the best in their field. | 7-8 | Master | NPCs at this level are so skilled that people pay for their work for the prestige value alone. | 9-10 | Elite Master | NPCs at this level are accomplished beyond all but a handful of their peers. Their works are often displayed in museums or personal collections. | 11+ | Legendary | NPCs at this level are known by name. People come from miles around to see their work. |
About 80% of all NPCS fall into levels 1-3. Another 15% fall into levels 4-6. 4% fall into levels 7-8. Almost all the rest fall into levels 9-10. NPCs above 10th level can be numbered in the dozens throughout the Republic.

City Watch (example)
If the characters were to have a run-in with the city watch, players could expect that the rookies were all 1st level, that the veterans were 2nd level and that the best among them were 3rd - 4th level. Those with a neighborhood reputation may be 5th - 6th level. Those with a citywide reputation may be 7th - 8th level. Those who's names are known outside of town may be 9th level or more.
Artisans (example)
NPCs of 1st - 2nd level probably work for other artisans. Those of 3rd - 4th level are often established masters with their own shops. Those of 5th - 6th level are known as the best in their neighborhood. Those of 7th - 8th level are known as the best in the city. Those of 9th level and higher are known outside of the city.
Other
This same rubric should be used when encountering other NPCs. 2st level NPCs are beginners. Anyone with a few years experience would be 2nd level. The leaders in any field or group are likely 3-4th level.
In Rhiada, do not expect 90% or more of all NPCs to be 1st level.

NPC Character Class
Most NPCs the characters interact with are likely members of NPC character classes. Those who figure as antagonists may have PC class levels.
Commoners
If an NPC is in a profession that doesn't require combat training, more than 3 or 4 skills, or skills that aren't profession or craft skills, he is likely a commoner. Most of the people your characters meet are likely commoners.
Expert
If an NPC is in a profession that requires more than 3 or 4 skills, or that requires skills that are neither profession or craft skills, he is likely an expert. Most officers in the city watch are likely experts, as are leaders in the criminal underworld and professionals.
Warrior
If an NPC is in a profession that requires combat training, he is likely a warrior. Most of the enlisted men in the military are warriors.
Aristocraft
If an NPC is in a leadership role in the community (aside from guildmaster or other profession based leadership), he is likely a aristocrat. Most of the officers in the military are aristocrats.
Multi-Class
Multi-class warrior/experts are common as NPCs in the military, in the city watch and in the criminal underworld.
