Characters must be created under the following rules.
Race: all characters are human
Abilities: all player characters are built using 20 points. [Player characters are vastly superior to most NPCs.]
Class: characters should be built as citizens, experts or warriors. The citizen class is the modern equivalent of the commoner class. It's the same except that it has all craft, profession and knowledge skills as class skills.
Level: characters get 500 xp per year of age over 20. They may begin at more than 1st level.
Hit Points: characters get average hit points based on their level.
Allowed PC Classes:fighter, gunslinger, marksman, monk, psion, psychic warrior, ranger (skirmisher), rogue, vitalist
Lateral Promotion: once play begins, the characters can take levels in selected PC classes. As they accumulate experience, characters can replace the levels in NPC classes with whichever PC class they are working towards, slowly replacing all NPC class levels with PC class levels.
Upon taking their first level in a PC class, the character gains maximum hit points for that level.
The following chart explains how NPC class levels can be laterally promoted to PC class levels.
warrior: fighter, gunslinger, ranger (skirmisher), psychic warrior
expert: rogue, monk
citizen: any allowed PC class
