The Council of Phlan
Ulrich Eberhard: the chair of the city council. He is an ancient human man with a cunning mind and he has not lost any of his wits to age. He is a notorious skinflint and insists on meticulous accounting for all projects. He acts swiftly, but not hastily.
Passive Wisdom (Medicine) 15+: Master Eberhard is dying of some sort of disease. It is strange, given his abundant wealth, he should be able to afford a cure for any affliction.
Captain Matilda Urslingen: she was a famous mercenary captain in the moonsea region about 10-12 years ago. She retired to become a merchant. She is the owner of the Sea Sprite and when she sailed to Phlan her crew were all well trained former mercenaries she commanded. She is jolly with a ready smile and a she is never far from a goblet of wine. The crew of the Sea Sprite have become the de facto town guard. While they are paid by the town council, their loyalty is to Captain Urslingen.
Passive Wisdom (Insight) 14+: Captain Urslingen’s wine is at least half water. There is a cold and calculating eye behind her smile.
Bishop Braccio: a half elven priest of Lathander, she is quiet and usually a vote that lines up with Master Eberhard. She is a voice of calm in the council chambers and strives for consensus, which makes her seem indecisive. She is the leader of the faithful in Phlan, but she has no church as it has not been retaken yet. This is the only topic that she urges haste and wishes to spare no expense.
Passive Intelligence (Religion) 15+: Bishop Braccio is actually a priest of Amaunator, the lord of the noon day sun. This is a secret sect within the church of Lathander.
Porphyrys Cadorna: A young man lacking confidence. He is charming and smart, if a bit boring. He is the heir to the Cadorna Textile Works and he is bankrolling many of the missions to reclaim territory. He would prefer the council be more aggressive in their retaking of the city. He is often complaining about how much money he is hemorrhaging in this venture.
Passive Wisdom (Insight) 19+: he may appear clever, but he is perhaps the most intelligent person you have ever met. He is hiding his intellect behind a bland veneer. There is also a bitter, condescending, and sarcastic edge to him, so subtle it goes unnoticed by all but the keenest observers.

Ren the White Wizard – a half elven wizard who came to Phlan about a year ago looking for something in Mantor’s Library. he sent a sending to his old apprentice, Villanestra of the Unseen Eye, but he has not been heard from since and attempts to contact him have failed.
Passive Intelligence (Arcana) 16+: Ren the white wizard is a master of conjuration magic and has the most extensive collection of teleportation circle locations in the Moonsea region. He is rumored to be able to cast 8th order spells.
Anton the Shining Sword of Tyr – a human knight in his early 60’s. He is on a divine quest to re-consecrate Valhingen graveyard. He has near single minded determination to complete this quest.
Passive Intelligence (Religion) 17+: Anton seems to be taking this mission as penance for something that happened in the past.
Passive Wisdom (Insight) 13+: Anton has a secret and he is deeply ashamed of it.
Villanestra of the Unseen Eye – a moon elf wizard who is more used to library stacks than a life of clashing swords and fiery explosions. She is able to cast a single spell of the 5th order and is more than happy to lend her skills as a wizard for a fair market price. She is reluctant to go and find her old mentor Ren the White Wizard, herself because she is very averse to danger.
Criminal or Underworld Background or Passive Charisma (Persuasion) 19+: Her bodyguards and the mercenary adventurers she has hired to find her old mentor are members of the Black Network out of Zentil Keep.
Otto Blackhammer – a dwarf of middling years, he must be a competent fighter because he leaves the safety zone for a tenday at a time and is looking for something in the city. He won’t tell anyone what he seeks. He never takes commissions from the council and he does not participate in any of the attempts to clear city blocks.
Crossbow Expert feat or passive Wisdom (Perception) 15+: he is a dead eye with his heavy crossbow, able to hit an ork in the eye at 200 paces.
Passive Wisdom (Insight) 13+: Otto is a racist and he has a grudge against orcs.
