The Tekkaren are slightly built bipeds resembling feathered humanoids. They have a caste based society with some social mobility. They are bureaucratic and technocratic.
Male Tekkaren are slightly larger and much more brightly colored than the females. They're also more driven by hormones and aggression than the females. At first glance, males appear to rule their culture (and they do dominate the combat branches of the military), but the real power lies with the calmer and more level-headed females who run the bureaucracies and science academies.

The Tekkaren resemble humans with feathers. They stand 1.75 - 2.00 meters tall and mass 50-90 kg. In general, they are slighter and more wirey than humans.
They have a caste based society with some social mobility. They are bureaucratic and technocratic. Male Tekkaren are slightly larger and much more brightly colored than the females. They're also more driven by hormones and aggression than the females. At first glance, males appear to rule their culture (and they do dominate the combat branches of the military), but the real power lies with the calmer and more level-headed females who run the bureaucracies and science academies.
Tekkaren are a low TL 15. They have close relations with their human allies, but refuse to share their advanced technology.
While male Tekkaren fight viscious personal battles with one another for status, as a race the Tekkaren prefer not to wage war. This is explained somewhat by the fact that the more emotionally volatile males form the majority of the military (including strategic command positions), the strategic and political offices in the militiary are dominated by the rational and technocratic females.
Scientists believe that the psychological differences between male and female Tekkaren are due to a combination of nature and nurture. Male Tekkaren have high levels of hormones that make them more aggressive. This explains part of the difference. The remainder can be attributed to the social gulf between the Tekkaren male and female cultures.

The Tekkaren are the most powerful member of the alliance, but their maternalistic approach to the other races is a bit discomfitting. Since the signing of the New Lexington Treaty, the humans and the shoomari find that they have more in common with one another than they had previously thought. Both groups are actively expanding into the Pharos Frontier, with the humans founding more and smaller colonies only nominally associated with the Alliance and the shoomari creating fewer, larger colonies with close ties to the Empire.

Tekkaren society seems dualistic to humans, but it's really a matriarchal society. Most Tekkaren, male as well as female, accept that females are more level-headed and better able to lead than males. Many male Tekkaren could never bring themselves to vote for another male for the highest offices in their nation. Tradition and common wisdom argue against it. Tekkaren warriors are loyal to the chain of command and almost all strategic positions are filled by women.
When a female general makes a mistake it's attributing to rational miscalculation. When a male general makes a mistake it's attributed to masculine hotheadedness getting in the way of reason. When a female general pulls off a great victory, it's attributed to her rational approach and strategic vision. When a make general does the same, it's attributed to luck and perseverance.
While there are some hormonal differences that are used to rationalize the different conception of female and male Tekkaren, the truth is that it is mostly a shared societal paradigm. Until male Tekkaren stop buying into the paradigm, Tekkaren society won't change.
I would point out that most of the athletes, poets, musicians and artists are also male. In the Tekkaren societal paradigm, all of these are emotional (and therefore male) pursuits.
