We also need to consider that the laws can change from system to system, colony to colony, and ship to ship. On Firefly, most of the crew carried guns but in general they didn't on ship. In the episode on the mudder compound, guns were not allowed so they didn't bring them. On Star Trek, only security forces seem to carry them all the time but on the episode of DS9 with the Tosk (hate it) O'Brien is carrying a phaser when he goes to check on the ship.

Traveller worlds have a statistic called Law Level that determines what is and is not allowed on the planet, so gun laws would vary from system to system. I think Pharos Corporation would be reluctant to allow just anyone to carry weapons on the station. Those who have a reason to carry should be able to acquire a station permit. A space station is a dangerous place if everyone can carry weapons around. It's basically a tin can floating in a vacuum.
