After playing in the kids Modern Arcana game with the D20 system, I know it can be done well. The HERO system is very open-ended and subject to more jiggery-pokery than the D20 system.

I think this would be an interesting experiment. We have advanced firearm rules, 1917 era roleplaying in Rasputin must die, and steampunk rules from 3rd party publishers. (I think we should consider some type of defense bonus like they used in the D20 Starwars game - since we don't have full plate available.
The HERO system works better for a Super Hero game.

I don't think the Star Wars style 'defensive bonus' is necessary. Advanced firearms are touch attacks out to 5 range increments, that is 100 feet for most pistols and 200 feet for most rifles. Full plate wound help you a lot there anyway. There is a 2nd level wizard/sorcerer spell, Bullet Shield, which is like Mage Armor but works on bullets. That is a resource non-wizards don't have. As it is a game where the focus is magic, I'd expect many characters to be FX characters.

I think we should consider some type of defense bonus like they used in the D20 Starwars game - since we don't have full plate available. Remember that most characters will be wizards with a handful of other character types thrown in. These classes wouldn't be wearing plate armor in any case. If someone has armor proficiency and really wants to use it, they can wear flak armor or armored coats. Wizard-Fighters will have to rely on mage armor (or something similar). That said, I'm not opposed to a feat that allows a character to use the WIS modifier as an insight bonus to AC (Zen Defense?) as if they were a 1st level monk. I'm also not opposed to improved dodge and greater dodge as potential feats to increase the dodge bonus in combat. Melee oriented characters can also multiclass as monks, take the combat expertise feat, etc.... Low AC can be a concern, but there should be relatively easy fixes like those mentioned above. I really like the idea of a slayer base class that is basically a monk with favored enemy bonuses. I'd have to think about what they'd give up for it [ stunning fist at a minimum].

The HERO system works better for a Super Hero game. I agree. For decades I've wanted to try HERO in a non-supers game. It works, but I think I prefer D20 for heroic level games.

Looking at the Advanced class guide, I think that the "White Mage" Arcanist archtype is the perfect for teh healers in places like St. Mungo's (Harry Potter). If you havent looked at it, basically it allows the Arcanist to spend on point from his/her arcane pool to cast a cure spell of any level he/she can cast as though the arcanist has the spell prepared.
