Al-Rashid
An airless world slightly larger than Earth orbiting a white dwarf star. While the star was emitting its planetary nebula (about 1.5 billion years ago), it evaporated all of the atmosphere and oceans from the surface of Al-Rashid. The craggy surface is rich in valuable minerals and helium-3 from so many years of solar contractions.
Mining trawlers up to 500 m long crawl along the surface harvesting these resources. Al-Rashid is extremely wealthy, but the wealth is concentrated in the hands of the owners of the massive trawlers. Most of the workers are well-paid technicians who man the operation. Much of the Helium-3 used in reactors in the Pharos sector comes from Al-Rashid.
The government is corporate in nature, with the owner-captains of the trawlers comprising the board of directors of Al-Rashid. While technically a secular planet, all of the leaders on the planet are followers of the Reform Islamiya movement (a very modern form of the Sunni faith).
The population of Al-Rashid numbers in the in the tens of thousands. The wealth of the planet is controlled by fewer than 1000 shareholders in the roughly 150 trawlers operating on the surface.
There is a very small downport on the planet that is little more than a warehouse complex and a small fleet of shuttles that ferry goods and people between trawlers. There is no highport.

Al-Rashid is a Corporate System with Dominion status. While technically answerable to an ISS legate, corporate systems with no habitable world are treated differently. The ISS legate has the authority to review corporate policies and decisions and to act as a final appeal, but the ISS seldom interferes with corporations in their own system.
The local ISS legate is supported in lavish style and tends to do little more than file reports. It should be pointed out that this is not considered corruption. ISS policy supports this system.
