Bucephalus
This ocean world has very little land area, although there are many shallow submerged land masses. About 300,000 fishermen and a handful of scientists call this planet home. Many of the species of fish can be eaten by humans, as can some of the sea vegetables. Most of the human population lives in floating fisheries the size of small towns. Each fishery is independent, but they reach consensus very quickly when needed.
A plesiosaur type creature the size of a blue whale sits at the top of the food chain on Bucephalus. Many researchers believe them to be sophonts. Thus far they have proven to be curious but non-threatening towards the human inhabitants of the planet.

Bucephalus has a small orbital station that coordinates the satelite network and visiting ships, as well as watching the weather planetside. Visitors must take shuttles to the surface. One shuttle at a time can land on the massive fisheries.
